Chicago would have had to totally rebuild it's downtown system unlike NYC and Boston where the els could either be removed and not replaced or removed and more easily replaced with subway or surface level lines. I don't know about maintenance though and that may have been a factor too.

I think part of the issue with stop spacing on the B line is that it is very inconsistent. Some stops are as close as the closest space stops on the other lines and they are concentrated in areas with large numbers of riders which would slow the line down more. Personally I would like to see...

What if the Savin Hill Junction were a flying junction? Would that solve the issue. Most of the line is already running the two services on two tracks so I would think it would be doable if the Savin Hill Junction were not a flat junction.
