    Politically, the route should include both Hartford and Providence, and maybe Long Island.     From a purely skyline perspective (not taking into account street level suitability), Boston could use a couple more 800 or 900 foot buildings to add accent. But only a couple. Put in too many, and they just make the existing downtown look squat.
