I wouldn't want to see the facade of the State Services Building hidden. I've always pictured this as the site of a very successful landscaped park.

I believe Rudolph's masterplan called for hardscape with some sort of geometric pattern derived from the complex's swirling plan, certainly not the chain-link fence enclosing haphazardly parked state vehicles. A few trees and maybe a water-feature would enhance the "inhabited ruin" vibe (think Kurtz's camp in Apocalypse Now). The site's present state is an utter disgrace.
