When I lived in the area, that block was always out of place considering the street level activity 2 blocks away in Day Square. As a bonus, the people facing 1A will get free entertainment from the semis that ignore the signs in the U-Turn under the overpass and get wedged.

And the only reason the tower was built was that it was an existing federal building getting some extra floors so Boston's height laws didn't apply and it's why it stayed the tallest building in Boston for so long.

That is a sizable set of stairs taking up half the Federal St extended ROW to access what appears to be a patio on the High St side of the building.

Foundation going in. Looking at where the site is and the elevation, the building will pop up above the Dassault building as you're heading north on 128. I expect whoever leases the bulk of the space will get a very visible logo for the commuters to see.
