By waiting until 2028 could they theoretically wait out the absurd 25% affordability requirement? Is the 5 years almost up and will that be rescinded? At least the new zoning maintains the potential for future height here and elsewhere, even if this particular tower doesn't happen. It just seems that, once the affordable housing requirement is too high (for instance Boston raised it from 13% to 20%), the only residentials that actually pencil out are the cheap 5-over-1's.
