Every single window is different. This must have been a contractor doing a design-build going nuts. There is no way a self respecting architect could do this.
What legacy does this have exactly? It's a horribly human scaled building contributing nothing to the pedestrian experience, on one of the busiest corners in the city.
There is no way that it's due to elevator inspections. They couldn't open without a fully signed off elevator. Plus, the core is in the middle of the building.
That isn't true, Chicago has a three phase river development project ongoing on the scale of the seaport and larger. They are in a bit of a building boom right now.

Both Porter square hotels that was built by Young Construction had/ have moved glacially slow. Do they have a reputation for dragging out the schedule?
