I could be wrong, but I recall during a real estate development class that affordable housing % is calculated as a % of affordable units to market units rather than affordable units total units? That would place the 54 on-site affordable units as ~12.9% rather than 11.5%.

I've had pretty good luck with the produce I've bought there, certainly better than what I can usually get at the star markets in cambridge/somerville. The selection is a bit limited, but it seems relatively busy to me even outside of the lunch/commuting hours.
I would check with the department of neighborhood development. Pretty sure they handle the disposition of most of the tax foreclosed properties. Of course, there are a number of other departments that control other types of city property as well.
