Yes it is too late but should have been addressed when they built the new terminal. Those floors were cracked already before the terminal opened to the public. It IS possible to strip and sand those floors and use a filler then re-finish them.

I am so disappointed in the cladding of the stepped back top floors. It looks like candy striping and sticks out like a sore thumb from a distance.

You can't just "resurface" terrazzo flooring. The contractor should have been made to tear it all out and redo it as the cracks have been in the floor since it cured.

Of course the final solution will likely make no sense. If they were to do it right, they would build a single transportation hub to serve all forms of ground transportation with room to grow as the city does. But I am sure the various modes of transport will end up scattered across the map.
