They need start electrifying the Commuter rail , the Needham line would be the first line to get that treatment. I don't think theres a high enough demand for rapid transit to Needham. Your Blue line extension to LYnn is missing a few stations.

Those are religious places , residential places can be rehabbed and resold by a private developer or the city. A church is harder to repourse or rehab same is happening in NYC. But honestly I would not be concerned , unless they were demolishing a mass amount of residential buildings...

Re: Fairmont Line Upgrade Well you can shift the DMUs to elsewhere in the system like the Greenbush Branch or the Needham Branch. Electrification costs for the South Station Divison I would peg at 4.2 billion and another billion for EMUs which you would need 400-500 cars.
