Those are EPS blocks (expanded polystyrene). They are lightweight but can take a load. My company built a 20'-tall retaining wall out of them during the Whittier Bridge reconstruction because it was cheaper than digging out all the organics under the wall (or putting the wall on piles). Fun...

Sounds like they're basically recreating the lobby at Atlantic Wharf. A nice space but hardly a place that welcomes in the public.

^My lord that render shows a terrible plan. They would have effectively privatized most of the new open space by confining it to private courtyards.

To be fair, that building is across the street from the largest public housing development in the state. I'm sure that played into their decision to elevate the first floor and restrict sidewalk access. But yeah, not great Bob....

The odd dimensions and the historical requirements made this a tough building to redevelop. I think I even remember reading that they had to keep the RR tracks in the new floors of the residential units.
