So I found out some of the back story on this building. Apparently the former GC was in way over his head so the Pizzutti's fired him and hired Consigli. That explains why there was very slow progress, then no progress, and now alot of progress.

If someone put down a deposit and bought their unit prior to the building being completed (or even in the preconstruction phase) of course they got a cheaper price. And of course they're entitled to resell it once the construction risk is gone and someone else is willing to pay more for it.

The Washington Street bridge is paved and ready to be opened. The incentive in the contract maxes out in March, 2016. So the contractor beat the best expectation of the DOT by 3 months. This is why MBTA projects should be administered by the DOT from now on.
