    I bike commuted on Beacon and Hampshire for several years. Pretty sure it's the busiest on-road bike route in the state. Those lanes will be a huge improvement, but I'm sure everyone who lives there will howl about the loss of parking, and not without some justification.

    At an semi-educated guess, I'd say that because of the existing height restrictions on the channel, there was no need for the unlimited vertical clearance of a bascule bridge, and a vertical lift bridge probably can be raised and lowered faster and might be cheaper to build.
