in almost any realistic scenario, the tower at the Hook Lobster site goes in before the NSRL tunnel gets dug, so I think it'd happen in the opposite order, if it got screwed up. And it does seem the pertinent regulatory authorities are keeping it in mind, so it isn't likely to get screwed up...
