Actually, the only buildings currently under construction at Northpoint are Sierra and Tango. The enormous structure you're thinking of is the Archstone Smith Apartments across the street. Watching all three buildings going up at once is quite spectacular though.

They've survived this long, why do you think they'll fail? A lot of people in the Boston Area, and New England for that matter, don't even know that the ICA exists. This new museum should serve to make them more prominent. They need to create a buzz and to get word out that they're around...

This is interesting... Isn't the EPA currently the major tenant in the office space over the Congress St Garage? That building is for sale, and if the EPA is not going to renew their lease, that may provide the opportunity to raze that structure and put up something way better.
