The state has created the gash that is the turnpike, and it keeps subsidizing its users. I think it makes perfect sense for the state to mitigate the impact of its freeway on the city by covering it up. If that helps Columbus Center, all the better, but I don't see this as being much different...

General absence of design culture aside, could it be that the most beautiful NYC skyscrapers of that era (Woolworth, Chrysler etc.) were built as vanity projects or corporate PR by owner-occupiers (as was Boston's last great one, the Hancock), rather than developers looking to build and rent...
