An architecture firm that was bought by Stantec a while back I don't remember exactly how long.

The floor plate is too big for a hotel for both of those buildings, but especially for this one. Hotels need smaller floor plates that are relatively skinny so that each room gets windows and space isn't wasted. A tower of this size and shape really only works with offices and not much else.

I would imagine it would work like the NYC subway where each trunk line has multiple routes.

The silver line can and likely will be converted to light rail at some point in the future it may just not happen for a while.

I think it is to provide enough space on the balcony for it to be functional. They are pretty small as is so removing that extra space would probably make it a bit to small and the main focus of them based on their shape and the buildings shape/ orientation is clearly still towards the water views.
