    I'm curious why you expect SEPTA ridership to pass the MBTA- my understanding was that SEPTA basically has no expansion proposals on the table, but by 2030 MBTA has several likely expansion projects that may be completed by then.

    That was supposed to be enough, but growth in the sales tax revenue was expected to be more than what actually happened, too. (I'd be curious to see how the numbers run if that growth was what had been expected, but I've never seen it documented.)

    It does seem like there's a floor under which the owners would rather see the apartment unfilled than to go for a lower price. I wonder if this is to keep the perceived values of the units that have been filled up?

    Well, it superficially makes sense- pay the most to live in the newest building. Theoretically, if luxury demand is saturated, the least desirable luxury buildings will be converted to cheaper status. (I'm not sure if this actually happens, though?)
