Well, that's not really what's going on in Metra's case, though. They directly operate most of their lines (HC, MD-N, MD-W, ME, NCS, RI, SWS) and contract with BNSF and UP to operate the lines on BNSF and UP tracks.
And I doubt that locomotive fire would have gotten much attention at all, if not for the facts that it occurred days later and occurred in a major city (just south of downtown Milwaukee, so easily accessible to multiple media outlets).

The bilevel coaches and Charger locomotives are basically a state-led effort (CA, IL, MI, MO, potentially WI), with federal/state funding but not really Amtrak.

Zurich did vote down a U-Bahn system, but their S-Bahn is pretty impressive. But, yes, much more focus should be paid to enhancing our surface transit (dedicated lanes, POP, etc.).
