That's an articulating boom for the concrete pump. That's how they pour the concrete for each floor.

Or...open the dam a bit more frequently. Provide better connectivity for diadromous fish, AND attenuate the epic eutrophication and pollutant issues upstream of the dam. The dam has been poorly managed in this regard for eons.

I work on Causeway Street and noticed them taking the panels down too. The first panels they had put up started to wash out/lose their color, so i wonder if the performance issues are the cause of the removal.

I hope they don't dredge the river. Intertidal zones are a critical part of our coastal ecosystems, and something that I would imagine being rather unique along the Mystic, since that reach of the river has been FUBAR for a long time.
