Even if it's the case that they wouldn't otherwise build retail, I still don't understand why the owners wouldn't just lower the rent to such a cheap price that a commercial tenant would finally bite. Surely that must be better than no revenue.

Is the community path just going to be flanked by gravel forever? Are there any plans to put something in that dead space? Grass? Trees? Bike racks? Sculptures? Anything?

I don't think we're looking at enough space for a whole night market, but some stalls like those markets have would work well I think!
