I saw that last night too. It was just one balcony that I saw, but it was very strange...it would be cool if they all lit up but flashing seems odd.

They just posted this on their Instagram. They also mentioned "We hope to pour the last floor during the first week of December, weather permitting."

Anyone think this will be at ground level by month-end?
