Mark replied that it was taken by a drone launched from Collier Park on the waterfront just south east of the junction of Routes 195 and 95.

It looks to have been taken right by Rte 195 close to where it meets Rte 95. Rte 195 is elevated there so I would think it may possibly have been taken from the highway.

I agree. The first design was far better. The article stated that the revised design saves quite a bit of money and it's cheap look would seem to confirm it.
