    The truth is that state pols don't want working, fast, and affordable transit. They're happy to have ribbon cuttings and flashy news stories, but, they don't do that.     I doubt that it would be a subtotal - however - one should be able to back-in to that number from total construction costs to give a sense of why 6 to 15 or 19 story buildings "pencil" in 50% of the rest of the world (and nearly 100% of our Global northern peers) but it doesn't here.
