    COS might handle about the same number of passengers as Portland, but the city is also home to the Air Force Academy, the US Olympic and Paralympic Committee, and the summer Olympic Training Center.     I did see an update to the Press Herald story that said that indeed, the new grill place will be part of the Phase 2 build we've been waiting for. Hopefully they get the application going soon after the medical place opens!
