Canal plaza is one of the worst wind tunnels in city. Is it possible that a new building in the lot could blunt it instead of making it worse?

This is only way they’re getting anything in there are no other options. They’ll have to take down gate and eliminate any other uses for lot . Plus part of street will be shut down for long time .
Is it easier to build a building of those dimensions or say longer but shorter Casco?
