108 dwelling mixed used development in a current vacant lot downtown.

New Garden Park is a subsidiary of the WBDC and currently owns that parking lot I believe. This may just be prep to ready more of the remaining surface lots for development? From the application:

Burnside Court is an existing private dead-end road that extends 245± feet easterly off Southbridge Street with an approximate right of way width of 33 feet. The purpose of the proposed subdivision is to extend the right-of-way approximately 161± feet to intersect with Portland Street. The proposed right-of-way extension will provide new frontage for future development on individual lots. The twelve lots depicted on the Preliminary Plan may change as the individual development pads are defined. Proposed roadway improvements generally include: construction of the roadway extension, construction of sidewalks and accessible ramps on Portland Street and utility installation. Additional details will be provided as the project evolves and the Definitive Plans are developed in the future.

Edit: If they extend Burnside Court all the way to Portland Street then it would have to cut through 35 Portland Street somehow, so that is strange indeed.

Go back to the drawing board for 1 parcel, open up a number of other smaller ones onto a new small side street for development, and get rid of a large surface parking lot right off the common? Probably a smarter idea.
