Man, the mid-20th century was ROUGH.
Indeed. Commercial St. was a very different place back then; semis would back into the loading docks of the warehouses, perpendicular to the flow of traffic, and the railroad tracks were not just active, but they were the primary junction between the B&M/MEC and the Grand Trunk. It wasn't until the warehouses moved to various industrial parks and MeDOT ripped out the tracks in the 80's that visitor oriented development on the landside even became feasible.

I'm also amused by the old timers I run into who voice their opinions on how much they miss the charm and feel of Portland prior to it's growth period which started around 1970. Granted, Congress Street was alive and bustling back then just like main streets throughout the country before the exodus to suburbia and the advent of enclosed shopping malls. The above photo shows just how much the city was suffering during that era and it's truly amazing to witness the transformation of downtown over the last 50 years and like all cities Portland was not immune to a few missteps and an occasional architectural blunder.

Bonus shot from around 1980. Middle Street open to traffic, library under construction, Golden Triangle lot still 4 years away from being developed and the top two floors of the Time & Temperature building had not yet been renovated to blend in with the rest of the structure.
