Could they?
Given that they're already heinously overweight, I would say no. They're also a de facto orphan lineage, since there were no follow-on orders after lots of cost overruns and teething problems...so I doubt there's anyone out there who would want to take on a unicorn modding project of some already-unicorns.

It would probably be less expensive to buy all-new.


EDIT: MPI did bid an HSP-based dual for Amtrak's dual-mode RFI about 7-8 years ago, but it was rejected for not meeting Amtrak's performance specs (not high-speed enough). But that was before MPI withdrew from the passenger market. Unclear how much different the guts were from a stock HSP (probably lots, since at the time of the RFI all bidders were pitching 'true' duals like ALP-45DP's and not the tricky ALC-42E power car-runs-the-electric thingy they ended up adopting).
