The pedestrian walk way between Charlstown and Boston Proper is already there. You can walk from the new park to the new Gateway Park via the walkway over the locks at the State Police Marine Barracks. It's actually pretty nice as is.

And that walkway has been there ever since the dam was built (1970s?)
