Metal letters on subway steps

For years I've noticed at various places on the subway there are random metal letters tacked to the risers. Look at the steps from Scollay Under, Symphony Outbound, Park Street, and a few other places. Does anyone know who, what, when, and why these are there? Just something that I always wondered about.
