I consider the Lower Hudson Valley an Extension of New England.... They don't have a county or city wide master plan yet but its being worked on... White Plains is the center of Westchester County has a population of 67,000 , but a Workforce population of 260,000+.

New Grand Central Station in the Heart of Downtown White Plains

New Northeast Corridor High Speed Rail Station near Airport

Biking and road upgrades
Protected Bike lanes along all major roads and boulevards in White Plains & surrounding areas
Bike lanes along all streets and connected into the county trail network
Road dieting and Pedestrians improvements along all city streets and boulevards (mostly done)
