What if we made more to build on?

I do love your plan, but as jklo mentioned above, the Federal environmental agencies probably would not like it. For example, the US Army Corps, along with opposition from a key stakeholder, sank (no pun intended) one project I was managing that would have restored a short stretch of washed out two-lane road alongside a river, including placing new fill and riprap into the river channel. So, I doubt if a city-sized new expanse of fill into the waters of the US would pass muster with the EPA and Army Corps, unfortunately.

Found it. I had a few different very crappily done sketches in my phone for a long time and then this year someone talked about new reclamation so I posted a few things I had. One is just an extension of quincy like you posted, another is a full build with a new logan out in the harbor and logan redeveloped into housing, and also posted one for the pike throat area.
