I like it too. It's well-balanced, has fine attention to detail, and has a solid, quality look, especially compared to a lot of the faux brick and Lego-like cladding used today.

The tower itself has not been open when I am here. The observatory schedule is indeed sparse, but I heard it's sometimes open during the daytime too. Luckily, the view from the base is great.
