Yeah, it looks like it's just a modified PBU. It would be cheap and easy to make since there are several precasters that have the formwork to build these. I'm actually kind of impressed with DOT coming up with an inexpensive, straight-forward (if temporary) solution.
Bingo. To make the decorative steel longer you need to make it taller (it's already a pretty shallow arch as is). This will make it more prominent and "block" the view of the Zakim. I'm ambivalent to whether or not they should have made the decorative feature longer and higher, but I think...
But even that timeline seems to have slipped. I'm now hearing goal for northbound is "end of September" where as before it was "by September" or "in September" I can't remember which. Given that they still have not started work, end of September could be a stretch.
Am I the only one bothered by the fact that they didn't create a keystone at the top of the arch? I know it's not load-bearing so it would just be for aesthetics, but it bothers me that there's a seam at the peak of the arches.

That's the old control house for the Eversource 115kV substation on Alford St. I don't think that building even gets used anymore but ES won't give up that real estate in case they need to further expand the substation.
