From the State Street Tower thread: I think that Boston has distinct skylines. Back Bay's does face the river and doesn't really visually fit in with the Shawmut Peninsula skyline which faces the Harbor.

Not really. The law requires that the $ is earmarked only for daily operations *if* state agencies lay off workers. It's a provision to maintain the workforce.
