Planning Dept and APCC (where under their jurisdiction) would not allow it even developers could afford to build parking and not get revenue from that parking.
The red outline there is actually bigger than the shipwright site and includes 830 lynnway. That is a separate development bigger than shipwright (twice as big I think).

the bus lane was put in when the bridge was already under construction and there was only 1 NB lane going over the bridge. theory was that you didnt need 2 lanes feeding it. The bridge is now 'complete' and there are 2 lanes again. the 1 NB lane at the bridge is what caused the traffic issue...
