Lowell Infill and Small Developments

Interesting, because it seems like Eversource not only figured out Framingham, but has some idea of how it would be completed at scale. The Volts podcast has a pretty good episode on Thermal Energy Networks if people are interested.
 
A fantastic adaptive reuse project at 71 Willie St in Lowell. The former Dugdale Worsted Mill, built in 1860, will turn int 30 apartments at a cost of $5 million. I'm happy they are removing the shed and exposing that beautiful stone. And the historical windows and doors will be great. Lowell Historical Board

I'm having a hard time grasping that number... I question if that's actually the total project budget
Im assuming the original interior was already ripped out in a prior renovation, because the full gutting and rebuilding process looks very expensive, as seen by some photos of another adaptive reuse project from the city

Those photos are awesome, I love that it's actually easier to do this than to get architects/planners to allow a brick building with nice big windows like this.
