Michigan has so many cities that were hollowed out by the interstates.

This 11 story high rise dominates the skyline of this city that had a population of 50,000 during its heyday. In the early 70's, municipal leaders gave the green light to close the main drag and allow a three block enclosed mall to be built which led to many buildings being razed for the project. The mall eventually failed and was demolished over two decades ago and the city is attempting to replace numerous vacant downtown lots with new construction but it has been a slow process.
My first guess was Wabash, Indiana, of Cannonball fame, but the airport clue doesn't line up.View attachment 71321
This Portland sized city previously known for its rail and canal connections is in a state that obviously does not require front plates which will narrow the search down to only 21 possibilities. The nearby regional airport is the second busiest in the state when measured by air traffic but this municipality is not in the name and has nothing to do with the marketing or operations of the facility. The 10 story building in the center is the tallest commercial structure downtown by only a few feet.

The 11 story building on the left is the tallest in this border city's downtown which is larger than Portland in population and is the third biggest in the state. This former hotel is slated to be renovated into apartments in the near future. Was once a gateway to the wild west and is one of the most uninspiring, middle of the road towns that I've ever visited but still had a welcoming feel to it.

Two for two DZH22! Did you pick up on the airport clue (SUX) for Sioux City? I think um 1990 had Fort Smith figured out but was being courteous by allowing other members to participate.
