    They're "allowed" but the FMCB has a majority on it that says they won't as long as the FMCB is constituted. They limited themselves to not raise fares from FY2019 to FY2022, three years.     What's surprising is that the newest board members - Kornegay and Sullivan - voted down the proposal. I believe they opposed the Lang amendment that limited the FMCB and its successor board to not raising fares until all service hours are restored.
