With how it looks to be in relation to the rest of that particular floor, it doesn't seem like it'll be cordoned off from the public. I'm thinking more so along the lines of the Curry Student Center Terrace.

It wasn't necessarily nixxed by the rail people. NEU themselves shut that down after they saw through experience how big of a pain it was to deal with working over so many active ROWs.

Really not a bad angle of this building. Saw it from Ruggles Street a few days ago as well as the angles you shared here and it slots in nicely to the surrounding buildings.

Do we have any idea when they're going to start work on the exterior in earnest? I was assuming they'd like to have the building sealed and weather tight before the winter hits, but that doesn't look quite likely anymore.

FWIW, there should be a station coming relatively close to both the Northeastern GL stop and Ruggles OL stop on Forsyth Street. Equidistant, more or less, between the two.
