Would probably end up being more expensive. Doing a selective demo like that would be logistically difficult (think of crane/machine access to areas with existing structure in the way). The number of custom façade fittings would balloon exponentially having to deal with sealing around those...

The area quartered off might just be a staging area for construction in those mentioned areas.

I sorta dig the truss structure itself - it's about as light as it can be for those spans. But I've always been irked by the sloppy concrete deck and rats nest of hvac too. Skylights would definitely make a cool renovation.

The Minneapolis tower has the benefit of having more opaque cladding material for light to cast onto at night. This is all glass so you really won't be able to get the dramatic effects on each setback that you see there.
