It also has about 4 times the footprint of the office building. I would argue that is what makes it too big, compared to the height. Gigantic crappy landscrapers do not make good neighbors. They should break up the massing into multiple taller buildings.

I agree completely from a materials standpoint. However, this totally crowds out the far superior historical tower next door. While it's contextual and nothing like the abomination proposed for Kansas City (below), beautiful historical towers deserve at least a little bit of air.

I don't know if this totally applies to the point you're trying to make, but Providence has a place called "Rooftop at the Providence G" that is above condos.

It says April 2021 but it's definitely older than that. Probably from ~2013. For example, none of these are built yet, including Avalon which was completed in 2016:
