Heh, yes they added that glass corner to the Hilton circa 2000. There was also a proposal around then to replace the garage with a tower (not sure if that was scaled back to just the glass corner, or if this plan was after the corner was already built).

Assuming that's a serious question, yes there is a gangway. You can see it's location in Boston02124's last photo (quoted below) around 6 stories from the top. There is a ladder inside the crane's tower that the operator climbs the last 10-12 stories to the top. It probably takes them < 5...
