It strikes me, as I followed the thread today, there are some complicating factors at play with Parcel 13. (Others with more info, please correct any of my understanding here!)
The Commonwealth (e.g. state) put the Parcel 13 air rights out to bid. Peebles was awarded it, and then (his kid) had to go through the City of Boston's BPDA's Article 80/CAC process, concurrent with negotiations with the MBTA (Hynes ADA improvements), and MBCR + Mass Convention Center Authority. (This was the whole making the Turnpike and railroad tracks an extension of the tunnel west of Dalton, under the failed Parcel 15 Fish/Weiner debacle, west to Ipswich/CGE.)
Obviously, Parcel 15 ended with a closed settlement by Fish/Weiner.
So, where is Peebles today? Is the project affordable housing, circa 2022? Luxury, circa 2025? What's up with the MBTA mitigation improvements for ADA at Hynes in conjunction with the mitigation approved with Parcel 12 development?
Why has it been three years since there's even been any ink on Parcel 13?
I think the Commonwealth should pull Parcel 13 approvals from Peebles and start over with someone with a record of, you know, building sh ... stuff. Maybe someone down at the BRA has Steve Samuels on speed dial. I gather he's done one or two things round here the past few years ...
