"A Novel Idea"

Some libraries do in fact have a shelf of books that you have to pay to check out. Usually these are recent best-sellers. At the Bexley (Ohio) Public Library where I grew up, these were called McNaughton books.

Googling for "Book Rental Service" leads me to an ad for BooksFree.com, which is exactly the kind of service that the original poster suggested. It looks like a Netflix for books, and is probably genuinely useful in remote rural areas where libraries are not easily accessible.
