yes, not to mention that the FRP is the first thing that's gonna fall off, polluting the water, and of course it won't be replaced either. A bridge like this doesn't really need cladding. It's just hiding wear and tear from being inspected, and adding to the cost and the enviro impact.
To be fair, thats also probably why it's FRP - its not susceptible to corrosion per se. Also keep in mind what it's actually being attached to - those "trusses" aren't actually structural, as AFAIK the sidewalk deck is actually supported by transverse elements, which is in turn holding the "truss" up. They're really only there to support utility conduit - high voltage on one side, water, communications and signal on the other.

FRP theoretically falling off bridges is the least concerning environmental hazard facing the Charles River.
 
It would be cool if the cladding could actually protect the steel from rain, ice, splashing salt water etc… I dont think its designed to do that, but could be cool.
