It's poorly labeled, but I'd bet that was in the presentation under the heading of "design precedent" or "comparable projects" and the globe pulled it as one of the few images they could use to accompany the article. It's properly credited to URW, which has no apparent involvement in this proposal.

My take is that you won't find these documents posted anywhere simply because it isn't any where near being a formal proposal yet - In my read of what has been reported, it's more of an pitch deck/ conceptual teaser that they're informally floating to local electeds to gauge the response and interest, outside of the formal approval process.
Just came here to see if this one has been posted, totally agree. Its remarkable how big of a difference it makes to not have a front entry garage door breaking up the facade
