Bos -- I'd rather they spent it on teaching some marketable skill than paying the same people to sit watch TV and .....

However -- ideally any funds associated with DOT assets should be restricted to DOT responsibilities (critical capital investments first, 2nd debt repayment, 3rd debt service, anything left for general operations)
