Apartment Directors to Pursue Land-Swap Talks with Harvard

Despite resident reluctance, directors of the Charlesview Apartments voted recently to pursue land-swap nego tiations with Harvard University.
The current proposal would move Charlesview farther west on Western Avenue, to 6.5 acres Harvard owns near shopping, parks, and services near the Telford Street pedestrian bridge.
The swap would preserve all 213 affordable units at the new site, according to the Charlesview board, a non profit, faith-based collaboration of three local congregations. It also adds an unspecified amount of new mixed-income housing, open, retail, and meeting space.
Last summer's proposal from Harvard included less acreage. Both proposals included "significant funding for replacement housing," according to Kevin McCluskey , director of community relations .
Now the federally subsidized housing complex sits on 4.5 acres at the corner of Western Avenue and North Harvard Street , which could be a southern "gateway" to Harvard's planned Allston campus.
In a press release, Mayor Thomas Menino called the proposal "an important milestone for the city."
But Lucia Velasquez , president of the tenants organization, said that residents of nearly 140 of the complex's 213 units have indicated they don't want to move. "We disagree totally with the relocation."
The 35-year-old complex is badly in need of renovation, according to the Charlesview board. Felicia Jacques, of The Community Builders, the board's development consultant, doubts the majority tenants are still against the move.
