You think? I always thought there must be something wrong with the building, even if it isn't the sole problem.
The buildings made it hard to keep order and for the vast majority of law abiders to stay safe and quarantine the criminal element. Stairwells and frequently broken elevators are dangerous places. They create chokepoints and allow others to hide.
That said, ultimately, this is due to the bad few who lived within. Its not hard to find stories about succesful, crime free housing projects

+1. Just like there are well designed, sensitive Modernist plazas that everyone enjoys, and some that are hated by the public. It depends on the case.
